The only drawback I see is that it displaces congestion from Metro Center to the sidewalk on the West side of Farrugut Square; Metro riders would compete with other pedestrians. This is typically a pretty densely used piece of sidewalk, and I don't know just how difficult to walk it might become once Metro transfers were displaced to it, but I would guess that the times you report would not be representative of what people would experience if the stretch were more widely used for transfers.
