According to an article in the Guardian Unlimited (UK) newspaper, there
is a proposal on the floor of the British Parliament which would ban gasoline-powered cars in the United Kingdom by 2040 in an effort to tackle climate change. The ban was included in a package of 10 measures which are designed to make the UK carbon-neutral, or have a zero net release of carbon, which is a known global warming agent.
The article states Parliamentarian Chris Huhne as saying he foresees "cars powered by hydrogen fuel cells, improved battery technology or other new technology yet to be developed" and he "compared the change to the shift from the steam engine to the internal combustion engine, or from the gaslight to electric light, at the start of the 20th century."
This is a terrific proposal whose time has time. Take note American politicians. With more and more alternative fuel vehicles on the road, it is more feasible now than ever. Electric, biodiesel, hydrogen (GM's "Sequel" pictured above), and compressed air, for example, are already on the road. The same Federal, State, and local incentives that helped make hybrids popular could also be used to make gasoline-free cars popular. It's a win-win: a healthier environment AND healthier communities.
This is visionary, but I believe the problem will probably take care of itself by then.
