More foreigners with ideas to meddle with NYC...
I disagree with Pen~alosa's assertion from the video that a city can only be friendly to cars OR to people & bikes, but not both. We need to go back to the drawing board and think harder.
Or, a city could be friendly to both, just not at the same locations...
Also, some of his automobile limiting policies have cost him popularity, according to this Wikipedia article:

"Some of his policys, however, were impopular with some parts of the city, as he intended to buy the Country Club of Bogota and turn it into a public park. He also faced some problems when he build Bolardos along some avenues of critical sectors, which were intended to prevent cars from parking in front of the buildings and shops. Also, he lost some popularity but raised the city's movility by introducing the Pico y Placa, which is a restriction for private vehicles for circulating at rush hour . (Pico y placa literally means Rush and Plate, meaniong that at rush hour licence plates ending at a given number couldnt go out on a given day of the week)."
