Steve, you are right, with most of your trips being so short you will not see the best mpg. I have a similar experience with my Prius, since my commute is only 4 miles each way with lots of stop lights and hills. However I've heard that gas mileage in a Prius tends to improve after the car has been driven about 6000 miles, so maybe you will also see improvements with time. Check out www.priuschat.com -- although most of the chatters there are Prius owners, there are some HyCam drivers and much interest in hybrids in general. Much of the advice they give for maximizing gas mileage is probably useful for your car. p.s. My old (non-hybrid) Camry used to average closer to 20 mpg, so relative to that you are doing well, plus your car has lower emissions.

If you want to save gas, why didn't you buy a Prius, which is the only mainstream car designed from the ground up as a hybrid? In addition to getting far better mileage than a Camry it has much more efficient space utilization. Although hybrids rarely achieve the advertised mileage I'm surprised yours has been so bad in in-town driving. Perhaps Arlington needs to re-think its tax policies if it's rewarding people for driving hybrids that are less efficient than many conventional cars.

FYI, Bluetooth is not a safety feature. Cellphones are not dangerous because you're holding something in your hand, they're dangerous because you're distracted by the act of talking.
